Body language in the Words
FAA language here is interesting. They title this portion of the NPRM with
the words, "What if I am ONLY a registered ultralight instructor"
(Capitols letters used for emphasis.)
The word "only" is used with ultralight instructors, but no other place in
NPRM 11133. Why not "only a private pilot," or "only a CFI?" Every
certificate and qualification has limits; where the word "only" would show
that the holder had reached "only" the particular level.
It still appears difficult for the employees of the FAA, responsible to the
Department of Transportation, to write in a manner that is friendly to those
who fly for fun and recreation.
